Russian lawmakers back Assad regime, blast West

MOSCOW — Russian lawmakers voiced strong support (lên tiếng ủng hộ mạnh mẽ) Friday for the Kremlin’s action (về hành động của Nga) to shield (bênh vực) Syrian President Bashar Assad’s regime from international sanctions (chống lại sự cấm vận quốc tế) over its crackdown (việc đàn áp) on a 11-month old uprising (cuộc nổi dậy đã kéo dài 11 tháng).

Lawmakers in the lower house (hạ viện) of parliament debated a statement (thảo luận để đưa ra một tuyên bố) on the situation in Syria that warned against (cảnh báo) foreign military intervention and accused the West and the Arab nations of trying to change the regime (thay đổi chế độ) in Syria.

Alexei Pushkov, the head of the State Duma’s foreign affairs committee (ủy ban ngoại giao của Duma quốc gia), said Russia strongly opposes (cực lực phản đối) another “operation to promote democracy.”

“We are against using humanitarian reasons (lý do nhân đạo) to change the regime,” Pushkov said before the session (phiên họp).

Russia and China used their veto power (quyên phủ quyết) at the U.N. Security Council (Hội đồng Bảo an) to block a resolution (ngăn cản một nghị quyết) urging Assad to step down (rời bỏ quyền lực). The move came even as the Syrian government forces intensified their crackdown (tăng cường sự đàn áp) and drew strong international condemnation (làm dấy lên sự công kích mạnh mẽ của dư luận quốc tế).

Russia has vowed not to allow a replay (để tái diễn) of Libyan strategy, where foreign military airstrikes (các vụ không kích) backed by a U.N. resolution helped in ousting (lật đổ) the longtime (lâu năm) leader Moammar Gadhafi. Moscow had abstained (bỏ phiếu trắng) from a U.N. vote that (mà, khi được thông qua, sẽ) cleared the way for (mở đường cho) the military intervention.

Russia has warned that it would block (sẽ chống lại, phủ quyết) any U.N. resolution on Syria that leaves open a possibility of (mở ngõ cho) foreign military intervention (can thiệp quân sự nước ngoài).

“We must not allow a regime change there initiated by other countries,” said Maxim Rokhmistrov, a senior member of the ultranationalist (dân tộc cực đoan) Liberal-Democratic Party. “Russia must preserve (duy trì) its presence and influence in the Middle East.”

Russia has continued to ship weapons to (chở vũ khí đến) Syria, its last remaining ally (đồng minh cuối cùng còn lại ) in the region, even as (mặc dù) Assad unleashed his crackdown (tung ra cuộc đàn áp) on protesters that has killed thousands of people since the uprising began in March. Moscow has maintained close ties (duy trì quan hệ chặt chẽ) with Damascus since the Cold War, when it was led by the current leader’s father, Hafez Assad.
